The most significant development in Indonesia's coal sector is the government's decision to set the 2026 national production ceiling under the Work Plan and Budget (RKAB) framework at 600 Mt, a cut of 24% year on year. If enforced in full, it will be one of the most notable supply-side interventions in the seaborne thermal coal market in recent years. This move reflects regulators reasserting control over output levels that had persistently exceeded official targets. The reversal became apparent in 2025, when full-year output eased to 790 Mt, a decline of 5.5% year on year and the first contraction since 2020. Exports also declined, falling to 537 Mt from a record 556 Mt in 2024, reflecting a combination of softer Asian demand, tighter quota enforcement, and a rising domestic allocation requirement. That followed record output in 2024, when Indonesia's raw coal production rose to 836 Mt, well above the government's 710 Mt production target for the year.
